The Party of Functional Groups (Partai Golongan Karya in Indonesian and Golkar for short), is one of the largest secular parties renowned for neoliberal economic policies. In 1959, its former president Sukarno introduced functional groups, playing the role in government in place of political parties. In 1964, the groups were restructured to the Joint Secretariat of Functional Groups (Sekber Golkar in Indonesian). As of the December of 1970, there are over 291 organizations under the Sekber umbrella. It is the actual ruling political group from 1971 to 1999 and officially become a political party in 1999 so as to contest national elections.
